URGENT.

In continuation of my immediately preceding telegram In a further urgent telegram from Governor of Macan he

states that concentration of Chinese land and sea forces round

Kacao is causing imminent risk of conflict and appeals to

me to send urgent instructions to British Consul General

at Canton to take action with Southem Government.

Consul General at Canton in a telegram dated

yesterday which crossed my instructions to him reports that a Chinese cruiser and two gunboats haveproceeded (?to Hacao) and that recent movements of troops in Canton Delta indicate

that the authorities intend making a 3emonstration there. In my opinion Governor of Macao has chosen very

inopportune moment for re-opening this old question. He has not sufficient force at his disposal I imagine to deal with

Canton Goverment and any action of interference on our

part would almost certainly result in a boycott of British

goods.
